Ms. Bisman is a shareholder in the law firm of Mariscal Weeks McIntyre & Friedlander, P.A.. Prior to joining the Firm she served as City Attorney for Scottsdale, Arizona. Ms. Bisman’s practice emphasizes public law, government relations, and real estate transactions. She currently serves as Town Attorney for Queen Creek, Arizona, and as General Counsel for the Maricopa Association of Governments (MAG) and the Northern Arizona Intergovernmental Transportation Authority (NAIPTA). She also provides specialized services on a project basis to municipalities with in-house legal departments and represents individual and corporate clients in their dealings with local governments on a variety of real estate and land use matters.
Ms. Bisman has significant experience in a broad range of issues, including land use and zoning regulation, development fees, open meetings, conflicts of interest, public records, elections, procurement, and redevelopment. She has served as a lecturer and panelist on development agreements, impact fees, public records, conflicts of interest, and the Arizona Open Meeting Law.
She received her Bachelor’s degree in English literature from Columbia University and her law degree (J.D.) from the University of Nebraska. Following graduation she practiced law with a firm in Lincoln, Nebraska, where her clients included the city-owned electric utility and hospital, as well as banking and lending institutions.
Ms. Bisman is a member of the State Bar’s real estate and public lawyer’s sections, the Arizona City Attorney’s Association, the International Municipal Lawyers Association (IMLA) and the Arizona Women Lawyers Association.  |
