Mr. Holcomb is a shareholder with the firm of Mariscal, Weeks, McIntyre & Friedlander, P.A.  His practice focuses on representation of public entities, construction and real estate documentation and claims, as well as commercial litigation, with emphasis on government contracts, real estate, and construction related disputes; however, his practice spans nearly all aspects of commercial litigation.  Mr. Holcomb has been involved in cases relating to public bid protests, property rights, contractor and real estate licensing, escrow agent and broker liability and claims, computer systems and software, insurance defense and coverage issues, bond claims, easements, enforcement of CC&Rs, business partnerships, businesses aspects of domestic relations cases, constitutional rights, and title insurance, to name a few areas.  Mr. Holcomb has also drafted bid packages, contracts, and contract templates for public and private construction, for developers, contractors, municipalities, and other government entities.  Mr. Holcomb is listed in the 2011 edition of Best Lawyers in America.

Mr. Holcomb received his Bachelor of Science degree in speech (with a minor in physics) from Iowa State University in 1981.  He obtained his Juris Doctor degree (with high honors) from the University of Iowa College of Law in 1984.   While in law school, Mr. Holcomb was actively involved in the University of Iowa's Moot Court program, serving as a board member and student judge, and in the student-run Client Counseling program, serving as a board member. 

Mr. Holcomb currently serves as an elected member and President of the Madison Elementary School District No. 38 Governing Board, and a Maricopa County Director of the Arizona School Boards Association. He has also has served as a member of the State Bar of Arizona Construction Law Section Board and the Electronic Bulletin Board Committee, and is a member of the Real Estate and Construction Sections at the Arizona State Bar and American Bar Association.  Mr. Holcomb has served as a speaker and panelist at seminars relating to litigation, construction law, contract drafting, title insurance, ethics, real estate claims, and the use of technology in litigation.  Mr. Holcomb has also served as a contributing writer and editor for Arizona Construction Law (2d ed. 1994) and the 1996 and 2002 supplements.

Mr. Holcomb has appeared as an advocate before the Arizona Superior Court, the Arizona Court of Appeals, the United States District Court for the Districts of Arizona and Nevada, the California Superior Court, the Nevada Superior Court, the Arizona Corporation Commission, the Arizona State Procurement Office, the Arizona State Liquor Licensing Board, the Arizona Department of Real Estate, the Arizona Registrar of Contractors, the Nevada Board of Contractors, the Arizona Department of Transportation Board, and various school districts and other regulatory bodies.
